With more than 30 years of experience in the development sector, Mrs. Le Kim Dung has worked alongside communities and partners to advance women’s empowerment, disaster risk reduction, climate change adaptation, civil society development, ethnic minority inclusion, and corporate engagement. Throughout her career, she has remained committed to promoting gender equality and strengthening community resilience in Vietnam and beyond.

Mrs. Dung previously served as Country Representative of Oxfam GB in Vietnam for six years, following seven years as Programme Manager for Advocacy and Campaigns. In these roles, she contributed to shaping advocacy strategies and programs that addressed the needs and voices of vulnerable communities, drawing on both local insight and global perspectives.

In March 2016, she assumed the role of Country Director for CARE International in Vietnam, and later CARE in Vietnam. In this capacity, she continues to guide the organization’s efforts to support women’s empowerment and sustainable development, working closely with partners, institutions, business, and communities across the country.

Mrs. Dung holds a Master’s degree in Development Studies from the London School of Economics. She is a Vietnamese national and a mother of two.

Ms. Vuong Thai Nga is the Program Director at CARE Vietnam, with over 20 years of experience in development programming. Nga holds a Master of Development Practice from the University of Queensland, Australia.

She leads program strategy and partnerships that advance CARE’s priorities on inclusive economic growth and climate resilience. Her work supports CARE Vietnam’s priority target groups - smallholder farmers, women-led MSMEs, and factory workers, through market-based approaches, private sector partnerships, and strengthening ESG-related practices across supply chains (e.g. responsible business conduct, safe and fair workplaces, and women’s participation and leadership). Her portfolio spans agriculture, supply chains, and women-led enterprise development, with a current strategic focus on green women’s entrepreneurship, circular economy approaches, and exploring carbon finance opportunities to support resilient livelihoods and sustainable outcomes.

Nga is committed to locally grounded partnerships and practical solutions that deliver measurable outcomes for women and communities.

Nguyen Thi Thu Trang is the Head of Program Support with over 32 years of professional experience, including 10 years in the private sector and 22 years in the development and humanitarian sector.

She provides strategic leadership across critical organizational functions such as finance, supply chain and procurement, compliance, administration, IT and digital systems, logistics, and safety and security.

Holding an MBA, Trang brings a strong combination of business acumen and development-sector expertise. She is known for strengthening systems, improving operational efficiency, and enabling impactful programs through effective support functions, governance, and risk management.

Outside work, Trang is an international marathoner who has completed her journey running in five continents in October 2024 in Cape Town, South Africa.

An accomplished and strategic Human Resources leader with over 19 years of experience across international, diplomatic, and private-sector organizations, Quyen Hoang specializes in transforming HR into a trusted, performance-driving partner.

She excels in aligning people's strategies with organizational priorities, with deep expertise in workforce planning, talent acquisition, performance management, compliance, and culture transformation. Known for her empathetic yet disciplined leadership style, Quyen builds inclusive, high-performing workplaces and navigates complex employee relations with professionalism and care. Quyen holds an International Executive MBA from the Asian Institute of Technology and a Master Certificate in Human Resource Management from eCornell, Cornell University.

Outside of work, she enjoys travelling, exercising, singing, and listening to music.

Nga Ha is a climate and social impact specialist with over 15 years of experience working across climate action, gender equality, sustainable agriculture, financial inclusion, and market-based solutions. She designs scalable, finance-ready models that help vulnerable communities, particularly women and ethnic minorities, adapt to climate change and participate in more resilient and inclusive value chains.

Nga has led complex development initiatives and strategic partnerships with donors, governments, private-sector actors, and impact-driven enterprises. Over the past five years, she has mobilized more than USD 25 million for climate, gender, and livelihoods programs, including initiatives across the Mekong region. Her expertise spans system-level program design, blended finance, ESG integration, climate-smart technologies, and gender-transformative approaches.

At CARE Vietnam, Nga also provides strategic oversight of marketing, communications, and innovation, helping strengthen organizational positioning, partnerships, and influence. She holds a Bachelor’s degree in English and International Studies from Hanoi University.
