CARE in Vietnam
CARE in Vietnam is a creative and dynamic organization that has worked with Vietnamese and international partner organizations since 1989 on over 300 projects. We recognize that the key to achieving equitable development outcomes lies in addressing deeply rooted, structural underlying causes of poverty and injustices that contribute to the exclusion and vulnerability of particular groups in society.

Our Senior Management Team
Ms. Vuong Thai Nga is the Program Director at CARE Vietnam, with over 20 years of experience in development programming. Nga holds a Master of Development Practice from the University of Queensland, Australia.
She leads program strategy and partnerships that advance CARE’s priorities on inclusive economic growth and climate resilience. Her work supports CARE Vietnam’s priority target groups - smallholder farmers, women-led MSMEs, and factory workers, through market-based approaches, private sector partnerships, and strengthening ESG-related practices across supply chains (e.g. responsible business conduct, safe and fair workplaces, and women’s participation and leadership). Her portfolio spans agriculture, supply chains, and women-led enterprise development, with a current strategic focus on green women’s entrepreneurship, circular economy approaches, and exploring carbon finance opportunities to support resilient livelihoods and sustainable outcomes.
Nga is committed to locally grounded partnerships and practical solutions that deliver measurable outcomes for women and communities.
Nguyen Thi Thu Trang is the Head of Program Support with over 32 years of professional experience, including 10 years in the private sector and 22 years in the development and humanitarian sector.
She provides strategic leadership across critical organizational functions such as finance, supply chain and procurement, compliance, administration, IT and digital systems, logistics, and safety and security.
Holding an MBA, Trang brings a strong combination of business acumen and development-sector expertise. She is known for strengthening systems, improving operational efficiency, and enabling impactful programs through effective support functions, governance, and risk management.
Outside work, Trang is an international marathoner who has completed her journey running in five continents in October 2024 in Cape Town, South Africa.
An accomplished and strategic Human Resources leader with over 19 years of experience across international, diplomatic, and private-sector organizations, Quyen Hoang specializes in transforming HR into a trusted, performance-driving partner.
She excels in aligning people's strategies with organizational priorities, with deep expertise in workforce planning, talent acquisition, performance management, compliance, and culture transformation. Known for her empathetic yet disciplined leadership style, Quyen builds inclusive, high-performing workplaces and navigates complex employee relations with professionalism and care. Quyen holds an International Executive MBA from the Asian Institute of Technology and a Master Certificate in Human Resource Management from eCornell, Cornell University.
Outside of work, she enjoys travelling, exercising, singing, and listening to music.
